Condo and HOA Window Replacement in Los Angeles Board-Approved Windows That Match
Who pays for condo windows depends on your CC&Rs, and when they’re silent, California’s Davis-Stirling Act fills the gap. Dual-pane windows run about $500 to $2,000 each, per Angi, and building-wide projects lower the price per window. PaneRight LA connects condo owners, HOA boards and property managers with contractors for condo window replacement that matches the building and passes architectural review.

Who Pays for Condo Windows: the Owner or the HOA?
Your governing documents decide first. State law only applies where they say nothing.
What Do Your CC&Rs Say?
Look for the maintenance section and the condominium plan in your declaration. Many CC&Rs name windows as exclusive use common area, the owner’s own separate interest or part of the building shell, and each option shifts who pays.
What Does California’s Davis-Stirling Act Say by Default?
Civil Code Section 4185 says the interior surfaces of windows inside a unit belong to that unit, unless the declaration or condo plan says otherwise. Civil Code Section 4775 makes the association responsible for repairing and replacing common areas, and the owner responsible for their separate interest. For exclusive-use common area, the owner maintains it and the association repairs and replaces it, unless the declaration says otherwise.
| Part of the window | Default under Davis-Stirling |
|---|---|
| Interior glass surface inside your unit | Owner (separate interest) |
| Window that’s exclusive use common area | Owner maintains, HOA repairs and replaces |
| Common area windows, like hallways and lobbies | HOA |
These are defaults only, so your CC&Rs can change every row.
How Do You Get HOA Approval for New Windows?
Submit an architectural request before you order.
- Read the rules. Check your CC&Rs and architectural guidelines for frame color, material, grid pattern and glass tint.
- Submit specs. Include the brand, series, color, grid style and a photo or drawing of each window.
- Wait for a written decision. Civil Code Section 4765 requires the association to decide in writing and, if it denies the request, to explain why and offer an internal appeal.
- Pull the permit. Approval from the HOA doesn’t replace a city building permit.
Match the exterior exactly, since a matching window is the easiest request to approve.
How Do Associations Replace Windows Building-Wide?
Building-wide projects start with the reserve study and a board vote.
01
Are Windows in Your Reserve Study?
If the association replaces windows, they belong in the reserve study as a component with a useful life. Civil Code Section 5550 requires a reserve study with a visual inspection at least once every three years. That study shows when windows are due and how much the reserve fund needs.
02
How Is a Building-Wide Job Scheduled?
- Survey. Measure every unit and note window sizes and problems.
- Bid. Get itemized bids with a price per window and per unit.
- Board vote. Approve the contract and funding, from reserves or a special assessment.
- Notice. Give owners and tenants a schedule by unit and floor.
- Install. Work floor by floor, with each unit done in about a day.
- Close out. Final inspection, permits closed and warranty papers filed with the association.
How Much Does Condo Window Replacement Cost in Los Angeles?
Angi puts dual-pane windows at $500 to $2,000 each. Building-wide jobs cost less per window than single units, because measuring, permits and crew time are shared.
| Cost factor | Effect on price |
|---|---|
| Same window sizes across many units | Lower |
| Retrofit into sound frames | Lower |
| Upper floors needing lifts or scaffolding | Higher |
| Laminated glass for noise | Higher |
| Full-frame work on leaking frames | Higher, for stucco and waterproofing |
A single owner replacing one unit’s windows pays more per window than the same window ordered for 40 units.
Which Windows Work Best for Condo Buildings?
| Choice | Why it fits condos |
|---|---|
| One approved frame color and grid style | Keeps the building looking even as units change over time |
| Vinyl or fiberglass near the coast | Won’t corrode in salt air like bare aluminum |
| Low-E glass on west and south walls | Cuts afternoon heat in Valley buildings |
| Laminated dual-pane glass | Blocks street and freeway noise |
| Retrofit installs | No stucco cutting on shared exterior walls |
A board can adopt one approved window spec, so each owner orders the same product when their windows fail. See vinyl and fiberglass windows for the details.
Can Condo Owners Add Noise-Reducing Windows?
Yes, if the exterior still matches. Laminated dual-pane glass can go into a frame that looks the same from outside, which makes approval easier. Interior window inserts sit inside your unit and may not need HOA approval at all, but check your rules; see soundproof windows.
What Should LA Condo Owners Know About Permits and Codes?
City permits still apply inside an HOA.
01
Do Condo Window Swaps Get the Fast Permit?
Not always. Santa Monica’s Express Permit covers single-family swaps only, so condos go through plan review; see our Santa Monica page. In the City of LA, a same-size swap can get an LADBS e-Permit.
02
Do New Condo Windows Have to Meet Title 24?
Yes. Replacement windows must meet California’s Title 24 energy limits; see energy-saving windows. Bedroom windows also can’t shrink the escape opening.
Where Do Condo Owners Need Window Work in LA?
Condo buildings along Ventura Boulevard in Sherman Oaks and Encino face Valley heat and street noise. Towers on Ocean Boulevard in Long Beach and near the beach in Santa Monica deal with salt air on aluminum frames. See all service areas.
Condo Window Replacement FAQs
Can One Owner Replace Windows Before the Rest of the Building?
Yes, with written approval, if the CC&Rs let owners replace their own windows. The new windows have to match the building’s approved style.
Does the HOA Master Insurance Policy Cover Broken Windows?
Check the policy. Some master policies cover the building shell, including windows, while others leave interior parts to the owner’s HO-6 policy.
What If the HOA Won’t Replace Leaking Windows?
Send a written request that cites the CC&Rs and Civil Code Section 4775. If the board still won’t act, the governing documents set out dispute steps before court.
Can a Tenant in a Condo Request Window Repairs?
Yes, from the unit owner, who then works with the HOA if the windows are its responsibility. See our landlords page for the owner’s duties.
