Apartment Window Replacement in Los Angeles Windows for Rentals, Duplexes and Multi-Unit Buildings

California law requires rentals to have “unbroken windows and doors,” and in the City of LA, the housing department lists inoperable windows as a code complaint it inspects. Dual-pane windows run about $500 to $2,000 each, per Angi, and RSO landlords can recover half the cost of new windows through the city’s Capital Improvement Program. PaneRight LA connects landlords and property managers with contractors who handle apartment window replacement unit by unit, with tenants still at home.

Do Landlords Have to Fix Broken Windows?

Yes. Broken glass, windows that won’t lock and frames that let in rain are habitability problems, not cosmetic ones.

01

What Does California Civil Code 1941.1 Require?

It lists the conditions that make a rental unfit to live in, and “unbroken windows and doors” is on that list along with weather protection. A cracked pane, a slider that won’t latch or a frame that leaks puts the unit out of compliance.

02

Can Tenants Withhold Rent Over Broken Windows?

In some cases. Civil Code 1942 lets a tenant repair and deduct up to one month’s rent, no more than twice in 12 months, after giving notice. Civil Code 1942.4 bars a landlord from collecting rent on a unit cited by an inspector and left unrepaired for 35 days.

03

What Happens at a City of LA Housing Inspection?

The Los Angeles Housing Department inspects rental properties with two or more units through its Systematic Code Enforcement Program. It aims to reach each property at least once every two to four years, based on its tier, and gives 30 days’ notice. Cited violations, like inoperable windows, get about 30 days to fix before enforcement.

How Are Windows Replaced in Occupied Units?

One unit at a time, with tenants living there. Retrofit windows fit into the old frames without cutting stucco, so many units are done in a day.

01

How Much Notice Do Tenants Need Before Entry?

Civil Code 1954 calls for reasonable written notice before entering, and 24 hours is presumed reasonable. Entry has to happen during normal business hours unless the tenant agrees otherwise. Give each tenant a schedule with the unit’s install date.

02

Can Work Be Scheduled Unit by Unit?

Yes. Measure every unit on one visit, order all windows together, then install one or two units per day. Tenants only need to clear about three feet in front of each window.

How Much Does Apartment Window Replacement Cost in Los Angeles?

Angi puts dual-pane windows at $500 to $2,000 each, with size, frame, and glass setting the price. Multi-unit jobs cost less per window because measuring, permits, and crew trips are shared.

Cost factorEffect on price
Standard sizes repeated across unitsLower
Vinyl retrofit into sound aluminum framesLower
Second-story and upper-floor unitsHigher, for access
Full-frame work on rotted or leaking framesHigher, for stucco and drywall
Laminated or tempered glass where neededHigher

Ask for a price per window and per unit, so you can phase the work by building.

Replace All Units at Once or at Each Turnover?

All units at onceAt each turnover
Price per windowLower, with one order and one permitHigher, with a setup cost each time
Look from the streetEvery window matchesMixed frames for years
RSO capital improvement filingOne application within 12 monthsA new filing for each job
Tenant disruptionOne short visit per unitNone for current tenants

Replacing at turnover spreads the cost, but a building with failing single-pane sliders is better done in one phase. Many owners start with street-facing and upper-floor units, then finish the rest within the year.

Can Window Costs Be Passed Through to Rent-Controlled Tenants?

In the City of LA, yes, in part. The Housing Department’s Capital Improvement Program splits the cost of approved improvements 50/50 between the landlord and the tenants who benefit, and windows and screens are on the eligible list. The improvement must last five or more years, and the landlord must apply within 12 months of finishing.

The surcharge formula is total cost times 50%, divided by 60 months, divided by the number of units that benefit. It’s capped at $55 per unit per month and collected for up to 72 months.

Example: 12-unit buildingAmount
Window job, all units$36,000
Landlord’s half$18,000
Tenants’ half, per unit per month$25

Santa Monica runs its own rent control rules, including a Means and Methods Plan for work in occupied buildings; see our Santa Monica page.

What Rules Apply to Older Rental Buildings?

Age, lead paint and bedroom windows bring extra rules.

01

Lead-Safe Work on Pre-1978 Buildings

EPA’s Renovation, Repair and Painting rule covers paid work that disturbs paint in rental housing built before 1978. Old window frames and sills often have many layers of paint, so ask the contractor for its RRP certificate. Federal law also requires landlords to disclose known lead paint to tenants before they sign a lease.

02

Do You Need a Tenant Habitability Plan?

A simple window swap isn’t on LAHD’s list of work that triggers the Tenant Habitability Program. Work that includes lead-paint abatement or structural work that exposes the frame and breaks weather protection falls under it. Check with LAHD before large renovations.

03

Egress and Fall Protection in Bedrooms

Bedroom windows are emergency exits, so new windows can’t shrink the clear opening; see egress window installation. Upper-floor windows with low sills need a window opening control device that limits the opening to 4 inches.

Which Windows Hold Up Best in Rentals?

ChoiceWhy it works in rentals
Vinyl framesLow upkeep, no painting between tenants
Dual-pane low-E glassCooler units and fewer comfort complaints
Laminated glass on ground floorsHolds together when struck
Sliders with anti-lift blocksRequired by LADBS on sliding windows
Standard sizesFaster repairs when a unit turns over

Where Do Landlords Need Window Work Most in LA?

The 1950s and 1960s dingbat apartments of Van Nuys, North Hollywood and Reseda still have original aluminum sliders in many units. Older duplexes and courtyard buildings in Long Beach, Glendale and Santa Monica face salt air, heat and inspection cycles. See all service areas.

Is Apartment Window Replacement a Repair or a Capital Improvement?

Fixing a broken pane or latch is repair. Replacing whole windows with new ones that last five or more years can count as a capital improvement under the RSO.

Yes. Each window is open for a short time, and the unit stays secure at the end of each day.

Do Rental Window Replacements Need a Permit?

Yes. In the City of LA, a same-size swap gets an LADBS e-Permit, and the new windows must meet Title 24. Final permits also matter for LADWP’s window rebate.

Who Pays for Windows a Tenant Breaks?

The tenant, when the damage comes from the tenant or guests, under Civil Code 1941.2. Document it with photos and the repair invoice.
